The Opportunity:Ā
CACI is seeking an HCM Analytics and Business Intelligence Developer to support a large-scale federal HCM modernization program. This enterprise-scale initiative will deploy Oracle Fusion Cloud HCM as the unified human capital management platform for federal civilian employees across the government across multiple federal agencies. In this role, you will design, develop, andĀ maintainĀ the analytics and reporting ecosystem that provides government leadership, agency HR directors, and federal managers with real-time workforce analytics, compliance reporting, and predictive insights. You will work across Oracle Transactional Business Intelligence (OTBI), Oracle BI Publisher (BIP), Oracle Analytics Cloud (OAC), and HCM Extract to build executive dashboards, ad hoc reporting capabilities, org chart visualizations, and EHRI/GHRR data submissions. All reporting outputs must meet Section 508 accessibility standards and support the diverse analytical needs of the federal HR enterprise. This is a primarily remote position with up to 10% travel. This position is at the T3 level, suited for a mid-career technical professional who applies solid working knowledge and established methods to independently perform a range of technical and functional tasks, resolving problems of moderate scope and complexity.Ā
Responsibilities:Ā
⢠Design and develop Oracle Transactional Business Intelligence (OTBI) analyses and dashboards providing real-time workforce metrics across multiple federal agencies including headcount, vacancy rates, time-to-hire, turnover, and workforce demographicsĀ
⢠Build Oracle BI Publisher (BIP) reports and templates for structured reporting needs including EHRI submissions, GHRR compliance reports, SF-113 workforce statistics, and agency-specific HR reporting requirementsĀ
⢠Develop Oracle Analytics Cloud (OAC) dashboards and data visualizations for government executive leadership providing predictive analytics, trend analysis, and cross-agency comparative workforce insightsĀ
⢠Design and implement HCM Extract configurations for bulk data extraction supporting downstream analytics, data warehouse feeds, and external reporting system integrationsĀ
⢠Create org chart visualizations and interactive workforce exploration tools that enable managers and HR specialists to navigate organizational hierarchies and position structures across the federal enterpriseĀ
⢠Build ad hoc reporting capabilities and self-service analytics interfaces that empower agency HR teams to create custom analyses without requiring developer supportĀ
⢠Develop compliance reporting solutions for government-wide mandates including EEO/MD-715, FEVS workforce analysis, DEIA metrics, and human capital accountability frameworksĀ
⢠Ensure all reports, dashboards, and analytics outputsĀ comply withĀ Section 508/WCAG 2.1 AA accessibility standards including screen reader compatibility, keyboard navigation, and alternative text for data visualizationsĀ
⢠Design data models and semantic layers within OTBI and OAC that provide consistent, governed definitions for key workforce metrics and HR performance indicatorsĀ
⢠Collaborate with functional consultants and government stakeholders to translate human capital analytics requirements (program functional requirements, A9) into technical report specifications and dashboard wireframesĀ
⢠Support agency transitions by configuring agency-specific reporting templates, migrating historical reporting baselines, and delivering analytics training to agency HR teamsĀ
⢠Apply established methods, standards, and practices to independently resolve functional and technical issues of moderate scope, contributing to team knowledge bases and consulting with senior staff on complex or unfamiliar problems as they ariseĀ
⢠Communicate effectively with project team members and direct stakeholders to report progress, explain technical approaches, and support collaborative problem-solving within assigned workstreams and Agile Release Train ceremoniesĀ
Qualifications:Ā
Required:Ā
ā¢Ā Bachelor's degree in DataĀ Analytics, Information Systems, Computer Science, Statistics, or related fieldĀ
⢠4+ years of experience in business intelligence development, data analytics, or reporting for enterprise systemsĀ
⢠3+ years of hands-on experience with Oracle OTBI, Oracle BI Publisher, or equivalent enterprise BI development tools (Tableau, Power BI, SAP BusinessObjects)Ā
ā¢Ā ProficiencyĀ in SQL with experience writing analytical queries against large-scale HR/HCM data modelsĀ
⢠Experience designing interactive dashboards with drill-down capabilities, parameterized filters, and dynamic visualizationsĀ
⢠Knowledge of HR/workforce analytics metrics including headcount, attrition, time-to-fill, span of control, and workforce planning indicatorsĀ
⢠Experience developing accessible reports and data visualizations compliant with Section 508 or WCAG standardsĀ
⢠Familiarity with Agile/SAFeĀ development methodologies and iterative report development processesĀ
⢠Must be able to obtain andĀ maintainĀ a Public Trust clearance (US CitizenshipĀ required)Ā

⢠6+ years of BI development experience with specific experience on Oracle Fusion HCM analytics and reportingĀ
⢠Oracle Analytics Cloud certification or Oracle BI Publisher certificationĀ
⢠Direct experience with federal HR analytics including EHRI reporting, GHRR submissions, or federal human capital accountability reportingĀ
⢠Experience with Oracle Fusion HCM data model and subject areas within OTBIĀ
ā¢Ā ProficiencyĀ with predictive analytics techniques and tools (R, Python, Oracle Analytics machine learning features) applied to workforce analytics use casesĀ
⢠Knowledge of the Human Capital Framework metrics, FEVS survey analytics, and DEIA workforce reporting requirementsĀ
⢠Experience with Oracle HCM Extract for bulk data extraction and data warehouse loadingĀ
⢠Experience with Oracle Cloud technologies including Oracle Integration Cloud (OIC) and/or Oracle Cloud Infrastructure (OCI) in enterprise HCM or ERP environments
