INTERVIEW INFORMATION:

Position Specific Summary
The Technology Systems and Business Analyst position at the City of Tucson’s Planning and Development Services Department manages and supports the department’s technology needs. This position serves as a subject matter expert responsible for assessing business and operational needs and identifying technology solutions that improve service delivery, efficiency, data management, and customer experience.
The position coordinates across departments, vendors, and internal and external users to ensure technology systems support current and future business needs.
Work is performed under the supervision of the Business Operations Administrator. This position does not supervise.
Duties and Responsibilities
- Assesses departmental business, operational, and customer needs and identifies opportunities for technology solutions that improve service delivery, efficiency, accessibility, data quality, automation, and customer experience; evaluates potential solutions and makes recommendations based on business needs, functionality, cost, feasibility, and organizational priorities.
- Serves as a primary business systems analyst and subject-matter expert for key department business systems, including the City’s Enterprise Permitting and Land-management system (EPL) and associated public-facing applications. Maintains system configuration and workflows, analyzes system functionality and integration issues, and coordinates resolution with users, vendors, and Information Technology Department.
- Coordinates the evaluation, selection, implementation, and continuous improvement of technology solutions for PDSD and other City departments. Collaborates with Information Technology, vendors, departmental subject-matter experts, and users to coordinate system enhancements, resolve complex issues, , and ensure solutions meet identified business needs.
- Analyzes permitting, development review, inspection, payment, records, and related business processes to identify inefficiencies, duplication, bottlenecks, and opportunities for improvement; develops business requirements, process maps, procedures, recommended future-state workflows, and technology solutions.
- Develops, maintains, analyzes, and validates operational reports, dashboards, queries, and data used to evaluate workload, processing times, system utilization, customer activity, service performance, and other operational measures; supports data quality and data governance practices.
- Provides advanced functional support and troubleshooting for system users and public-facing applications; develops standard operating procedures, user guides, training materials, and provides training to employees and other system users.
- Coordinates and performs testing for upgrades, patches, configuration changes, integrations, and new functionality; develops test scenarios, validates business requirements, supports change management and implementation readiness and coordinates deployment activities with affected departments.
- Leads and provides functional direction to assigned Business Analyst staff by prioritizing and assigning work, providing guidance and training, reviewing work quality and timely completion, and serving as a subject-matter expert for complex system, data, and process issues.

Working Conditions
Mostly office environment. The position may occasionally work in other City facilities or field locations. Work schedule may include early mornings nights, weekends, holidays, and overtime.Â

Education
Bachelor's degreeExperience

Preferred Qualifications
License:A valid and unrestricted driver’s license with two (2) years of licensed driving is required.
Preferred Qualifications:
Experience supporting enterprise business systems, including permitting, licensing, land management, workflow, and case management systems.
Experience analyzing business processes, gathering requirements, documenting workflows, and implementing system improvements.
Experience with data analysis, reporting, dashboards, business intelligence tools, system configuration, integrations, data governance, and user access/security.
Experience conducting user acceptance testing, developing procedures and training materials, and providing technical or functional training.
Experience coordinating projects with business users, IT staff, vendors, and external stakeholders; municipal government or regulatory experience preferred.
