The Human Resources Manager is responsible for leading the organization's talent acquisition strategy and recruiting team across both field and corporate recruiting, while also overseeing core Human Resources functions and compliance activities, including employee handbook administration and required HR reporting. This role will partner closely with business leaders to understand workforce needs, identify recruiting and talent trends, and develop creative, data-driven strategies to attract, select, and support high-quality talent.

The Human Resources Manager will lead a team of recruiters operating within a flexible recruiting model, providing varying levels of recruiting support based on business needs, while also serving as a trusted HR resource for policy interpretation, general HR questions, and compliance matters. This role will set strategic direction for the recruiting team while also remaining hands-on in recruiting for select corporate, leadership, critical, or hard-to-fill positions.

Success in this role requires a consultative and innovative approach to talent acquisition and general Human Resources administration, using recruiting metrics, retention trends, market data, and business results to identify opportunities, challenge traditional approaches, and continuously improve how the organization attracts, selects, and retains talent. This role also requires broad HR knowledge and sound judgment on employment law, policy administration, and compliance matters.

Essential Duties and Responsibilities: 

  • Partner with business and HR leaders to develop proactive staffing and talent acquisition strategies. Serve as a talent advisor byidentifying workforce challenges and recommending solutions based on business needs, market conditions, recruiting results, and talent trends. 

  • Analyze recruiting, retention, quality of hire, pipeline, sourcing, and hiring data toidentify trends and opportunities. Translate insights into actionable recommendations and continuously improve recruiting strategies and processes. 

  • Develop and implement innovative talent attraction strategies, including sourcing channels, talent pipelines, recruiting campaigns, community partnerships, employment branding, technology, and other approaches tailored to specific markets and positions. 

  • Lead and continuously evaluate the organization’s flexible recruiting support model, ensuring theappropriate level of Talent Acquisition partnership based on business needs.Identify opportunities foradditional recruiting support, consultation, and training. 

  • Build strong partnerships with hiring managers and business leaders by providing guidance on recruiting strategy, candidate selection, interviewing, market conditions, and hiring best practices. 

  • Provide leadership, direction, coaching, and support to the Talent Acquisition team. Set strategic priorities, drive accountability, and foster collaboration, innovation, and continuous improvement. 

  • Oversee recruiting efforts across the organization,utilizing a variety of sourcing and selection strategies. Personally manage select corporate, leadership, critical, and hard-to-fill positions as needed. 

  • Lead employment branding and talent attraction initiatives that strengthen candidate awareness, engagement, and the organization’s ability to attract qualified talent. 

  • Oversee recruitment and selection activities, including screening, interviews, assessments, pre-employment checks, offers, and other selection processes. 

  • Stay current on recruiting practices, technology, candidate behaviors, and labor market trends toidentify opportunities to strengthen the organization’s talent acquisition strategy. 

  • Oversee core Human Resources functions, including onboarding, HR administration, andgeneral HR support. 

  • Maintain and update the employee handbook, ensuring policiesremain current, legally compliant, and clearly communicated to employees and leaders. 

  • Prepare andsubmit required HR compliance reporting (e.g., EEO-1 and other federal/state filings) in partnership with Legal and HRIS, ensuring accuracy andtimely submission. 

  • Serve as a resource to leaders and employees on HR policies, procedures, and general employment matters, escalating complex issues asappropriate. 

  • Maintain current knowledge of federal, state, and local employment laws and regulations, ensuring company policies and practicesremain compliant. 

  • Lead orparticipate inadditional projects and perform other duties as assigned. 

 

Qualifications: 

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or abilityrequired: 

 

  • Experience andexpertise in a variety of interviewing skills and techniques 

  • Knowledge of state and federal employment law 

  • Proventrack record of building strong, mutually respectful relationships with hiring managers 

  • Able to give and receive feedback appropriately 

  • Excellent communication skills at all levels, adapting communication to suit the receiver 

  • Proven ability tomaintain confidentiality  

  • Ability to develop and motivate others 

  • Ability to use creative sourcing techniques  

  • Ability to develop, use and apply recruiting metrics 

  • Broad working knowledge of Human Resources functions, including employee relations, policy administration, compliance, and HR reporting 

  • Experiencemaintaining employee handbooks and HR policies in line with evolving employment law 

  • Ability to interpret and apply HR compliance requirements and reporting obligations (e.g., EEO-1, recordkeeping) 

 

Education and/or Experience: 

 

  • 5-7 years of progressive Human Resources experience, including talent acquisition 

  • 3+years experience leading or supervising a team 

  • PHR, SHRM-CP, or similar HR certification preferred 

 

Physical Demands:  

  • Must be able to constantly remain in a stationary position. 

  • The person in this position needs to occasionallymove about inside the office to access file cabinets, office machinery, etc. 

  • Constantlyoperates a computer and other office productivity machinery, such as a copy machine, and computer printer. 

  • Occasionally may require light lifting up to 25 pounds. 

 

Work Environment: 

  • Office environment. 

  • Occasional travel may berequired.
