JOB SUMMARY
The Consumer Protection Enforcement Manager serves as the Department's senior
enforcement official and is responsible for planning, directing, coordinating, and evaluating all
consumer protection, licensing compliance, investigative, and enforcement activities. The
Enforcement Manager oversees inspections and investigations of consumer complaints,
unlicensed business operations, licensing violations, and violations of local consumer
protection laws and regulations for the Department of Consumer Protection and Business
Licensing (CPBL).

The Consumer Protection Enforcement Manager directly supervises
Inspectors and Investigators and collaborates closely with the Director, the Deputy Director,
the Board of Consumer Protection and Business Licensing, and other regulatory agencies to
ensure consistent, fair, and effective enforcement of City laws and regulations. This position is
responsible for developing enforcement strategies, managing complex investigations,
monitoring performance metrics, and ensuring compliance with departmental policies and
legal requirements. Employees in this class work a conventional work week, subject to
evening or weekend hours as required. Work is performed in an office with few uncomfortable
or hazardous working conditions. Work requires minimal physical exertion.

ESSENTIAL FUNCTIONS
- Plans, directs, and evaluates all enforcement and investigative activities.
- Coordinates inspections, investigations, compliance reviews, and field operations.
- Develops and delivers compliance Education and outreach programs for businesses.
- Leads investigations involving patterns of fraud, deceptive trade practices, and unlicensed business activity.
- Reviews financial, licensing, advertising, and business records.
- Drafts investigative findings and recommendations for enforcement action.
- Prepares cases for administrative hearings and legal review.
- Testifies at hearings and administrative proceedings.
- Assists in developing enforcement policies and investigative procedures.
- Participates in multi-agency enforcement operations and task forces.
- Monitors industry trends and emerging consumer protection issues.
- Performs related work as assigned.

MINIMUM QUALIFICATIONS
Education:
Bachelor’s degree in public administration, business administration, regulatory affairs, law, or a
related field and experience:

Experience:
Five (5) years of progressively responsible experience in regulatory enforcement, investigations,
compliance, inspections, consumer protection, code enforcement, or licensing administration. At
least three (3) years of supervisory experience preferred.
OR
Equivalency Notes: Have an equivalent combination of education and experience. Non-
supervisory experience or education may not be substituted for the required supervisory
experience.

☒ DRIVER’S LICENSE REQUIREMENT
Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial
driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s
permit. Provisional driver’s licenses are not acceptable.

- Knowledge of the physical layout of the City of Baltimore.
- Knowledge of Article 15 of the Baltimore City Code.
- Ability to conduct physical inspections of commercial properties and equipment.
- Ability to communicate effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships with others.
- Ability to formulate and maintain inspection work schedules and routes.
- Ability to write reports and maintain files.
- Ability to research and investigate public complaints.

BACKGROUND CHECK

PROBATION
All persons, including current City employees, selected for this position must complete a 6-
month mandatory probation.
