Job Description:

Quantity Surveyor

Abu Dhabi / Al Ain, UAE

Parsons is looking for an amazingly talented Quantity Surveyor to join our team! In this role you will get to perform the commercial and contract administration functions supporting the supervision ofwater distribution network projects across Abu Dhabi, Al Ain and Al Dhafra.

The role is central to the commercial integrity of the assignment, as completed works are measured and certified against pre-agreed rates.

What You'll Be Doing:

  • Maintain a good understanding of the contractual setup and the project scope of work, and a detailed understanding of BOQ definition practices and pricing requirements.
  • Perform the necessary estimations to generate and review the project BOQ based on the scope of work, and prepare detailed cost estimates based on specifications, drawings and other relevant information.
  • Measure and verify completed quantities against contract drawings, specifications, bills of quantities and the agreed rates.
  • Co-operate with the Resident Engineers and Assistant Resident Engineers to support the review and approval of Contractor monthly invoices.
  • Perform the necessary studies and activities to quantify variations, and support claim submission and review with respect to BOQ items.
  • Provide inputs to assess changes channelled through the project Management of Change (MOC) procedure.
  • Monitor material and BOQ expenditure, compare actual costs against budget, analyse cost variances, and provide status and insight for inclusion in the monthly project report.
  • Provide cost-related input on material submittals, material substitutions, construction methods and design changes to enhance project value while complying with requirements and specifications.
  • Maintain payment, variation and claims registers, and support cash flow forecasting and reporting.
  • Perform site visits and surveys to oversee and validate compliance with BOQ requirements.
  • Monitor and report on progress of work to the relevant discipline engineers, and proactively communicate deviations and findings.
  • Support final account preparation, release of retention and commercial close-out of completed works.
  • Maintain a visible presence at the workplace, and actively participate in worksite HSE walkthroughs, inspections, safety interventions and audits at planned intervals.

What Required Skills You'll Bring:

  • Minimum Engineering Degree in Surveying, Commercial Management or Construction Management. The degree shall be certified by the Ministry of Higher Education.
  • Minimum 7 years of experience within the construction industry, with a preference for electricity and water projects.
  • Detailed understanding of BOQ practices, measurement and certification against rate-based contracts.
  • Thorough understanding of relevant laws, regulations and industry standards, with overall contractual awareness.
  • Effective negotiation and contract management skills.
  • Excellent quantitative and analytical skills for accurate cost estimation and financial analysis.
  • Detail-oriented with a high level of accuracy in calculations and documentation.
  • Proficiency in relevant software tools, such as cost estimating software and project management systems.
  • General knowledge of discipline material requirements (civil, mechanical, electrical).
  • Fluent English reading and writing.
  • Available on a full-time basis and prepared to work a six-day week at site as required under the Agreement.

What Desired Skills You'll Bring:

  • Previous experience on TAQA Distribution (ADDC / AADC) or equivalent water distribution utility projects in Abu Dhabi is strongly preferred.
  • RICS or recognized Quantity Surveying certification.
  • Experience administering framework, call-off or rate-based agreements with multiple concurrent scopes.
  • Familiarity with FIDIC conditions of contract.
  • Familiarity with the related international standards and quantity surveying practices.
  • Membership of a recognized professional body (RICS, AACE or equivalent).
