Work Location:Saint Paul with travel to agencies in Twin Cities
Hours:Monday - Friday, Daytime Hours
Pay Range:$120,000 - $150,000 annually
JOB SUMMARY:
The Treatment Director ensures appropriate programming and curriculum for each program track within the assigned region. They collaborate and strategize with the Executive Team to develop standardized processes and systems while monitoring their effectiveness throughout the organization. The Treatment Director must ensure that staff are professionally trained to perform their duties. The Treatment Director directly manages Program Managers and oversees the entire clinical team.
PRIMARY JOB DUTIES:
The Treatment Director is responsible for 245G Clinical Compliance and Policy, Programming & Curriculum, facilitating the training and development of staff, ensuring Electronic Health Record (EHR) is used properly, auditing, awareness of current and future changes in Behavioral Health environment, interfacing with partners such as: Corrections, Human Services, Probation and Parole.
The Treatment Director is responsible for the delivery of and proper documentation of treatment services including the Initial Service Plan, Comprehensive Assessment, Individual Treatment Plan, Progress Notes, Summary at Termination of Services, and the maintenance of client records. Know and understand all Partners Behavioral Healthcare processes as they pertain to the 12 core functions.
- Audit to ensure that all documentation is completed and maintained in accordance with 245G requirements and Partners Behavioral Healthcare policies.
- Conduct annual employee performance reviews and administer coaching or corrective action as needed.
- Provide leadership and supervision to the treatment team.
- Overseeing staffing levels to ensure appropriate coverage.
- Confirm at least 25% of a counselor's scheduled work hours be allocated to indirect services, including documentation of client services, coordination of services with others, treatment team meetings, and other duties.
- Maintain a weekly counselor schedule list to ensure group coverage.
- Ensuring ongoing communication with client referral sources, probation, social service agencies, and other stakeholders.
- Participate in corporate compliance initiatives.
- Act as Program Manager Designee in Program Manager’s absence.
- Establish and maintain professional relationships.
- Promote and ensure staff participate in annual trauma-informed and client-centered care training to support a culture of empowerment, hope, and respect.
TREATMENT SERVICES:
- Upon service initiation, ensure that each client receives an initial service plan which addresses the client’s immediate health, safety, and preliminary service needs.
- Verify that a comprehensive assessment and an assessment summary of the client's chemical use problems is coordinated by an alcohol and drug counselor and completed within three calendar days after service initiation. The assessment summary must be formatted using the ASAM criteria.
- Confirm that an Individual Treatment Plan be developed after completion of the comprehensive assessment which is subject to amendment until services to the client are terminated. Theindividual treatment plan must include treatment goals, specific methods to be used to address identified problems, resources to which the client is being referred, and client goals.
- Ensure progress notes are entered in each client’s file weekly or after each treatment service and that the progress notes reference the individual treatment plan.
- Ensure at least 95% of treatment plans reflect client-specific goals, strengths, and preferences, verified through quarterly chart audits.
- Verify that the assigned drug and alcohol counselor completes a discharge summary within five days of the client’s termination of services.
- Review client records to ensure uniform content, proper formatting, and that all entries are signed and dated.
- Investigate client grievances and provide written reports to the Program Manager.
- Provision assurance of crisis intervention counseling according to individual client needs.
PROGRAM DEVELOPMENT:
- Assist in curriculum development and stay current on substance use disorder research, best practices, and emerging trends.
- Monitor and report on client outcomes, including treatment retention, completion rates, and successful transitions to continuing care, aiming for year-over-year improvement.
- Collaborate with the Mental Health Director to deliver integrated Substance User Disorder and Mental Health Services.
- Develop and train the substance use disorder staff to identify and appropriately refer, either internally or externally, clients to Mental Health and MAT (Medication Assisted Treatment) programming.

REQUIRED QUALIFICATIONS:
- Minimum 18 years of age.
- Bachelor’s degree in a related field or 3 years of work experience in administration or personnel supervision in human services.*
- 7–10 years of relevant experience.
- Must be a Licensed Alcohol and Drug Counselor (LADC) in the state of Minnesota.
- Strong understanding of integrated mental health services within a co-occurring treatment model.
- Clearance of a MN Department of Human Services (DHS) background study.
- Have at least one year of work experience in direct service to an individual with substance use disorder or one year of work experience in the management or administration of direct service to an individual with substance use disorder.*
- Know and understand the implications of Minnesota Statute 245G, including sections626.557 and626.5572, and chapters 245A and 260E.*
- When also acting as LADC Supervisor*:
- Meet the qualification requirements of a Licensed Alcohol and Drug Counselor Qualifications.
- Have three or more years of experience providing individual and group counseling to individuals with substance use disorder.
- Know and understand the implications of Minnesota Statute 245G, including sections245A.65,626.557, and626.5572, and chapter 260E.
PREFERRED QUALIFICATIONS:
- Master’s degree in a related field.
- 10+ years of relevant experience.
- Board approved supervisor.
- Proficiency in Microsoft Office 365.
- Additional licenses (preferred but not required): LPC, LPCC, LICSW, LP, LGSW, LMFT
- Experience using Ritten
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS:
- This position operates in a hybrid work setting, which includes both in-office and remote work.
- In-office work may include time spent in treatment facilities, administrative offices, or meeting locations throughout the region.
- The role involves regular interaction with clinical teams, partner agencies, and community providers.
- Some travel within the State of Minnesota is required for site visits, meetings, trainings, and program oversight.
- Ability to remain in a stationary position (sitting or standing) for extended periods when working on a computer, conducting meetings, or reviewing documentation.
- Ability to move about inside the office and treatment program environments to conduct audits, trainings, and meetings.
- Must be able to operate a computer, phone, and other standard office equipment.
- Must be able to travel independently to various program locations, partner agencies, and meetings throughout Minnesota.
- Occasional lifting of up to 15–20 pounds (e.g., training materials, files, laptop bag).
CONTINUED EDUCATION AND TRAINING:
- Complete continuing education courses as required by the State of Minnesota.
- Attend company training and staff meetings.
- Stay current regarding professional research, techniques, etc.
