Assistant Director, Maintenance
TRANSPORTATION DEPARTMENT
(Permanent – Full-time)


Reporting to the Director Transportation Department, the Assistant Director Maintenance will be responsible for the maintenance of Infrastructures of Airports, Marine Ports, Mobile Equipment and is responsible for technical expertise associated with Capital and Improvement Projects.


The Assistant Director Maintenance will be responsible for, but not limited to, the following:
  • Responsible for the development and implementation of the maintenance programs for all 14 airports, airside/landside, facilities and equipment;
  • Responsible for the management of facilities and for maintaining the safety of all airside infrastructure;
  • Responsible for the ports/marinas’ infrastructures, maintenance and access for all 14 Northern Villages;
  • Actively contribute technical and engineering input to the preparation of plans and specifications for projects submitted to the Ministère des Transports et de la MobilitĂ© durable (MTMD), and provide technical comments on projects at all stages of the process;
  • Contribute to short- and long-term planning of maintenance activities, budgets, and reports;
  • Participate in the development and the implementation of departmental objectives;
  • Contribute to the feasibility analyses and studies on airport improvement projects according to Transport Canada regulations;
  • Responsible for conducting operational acceptance inspections of completed airport infrastructure projects to identify deficiencies and confirm that facilities are safe, functional, and suitable for commissioning and ongoing operation and maintenance;
  • Participate, as required, in technical committee meetings held with MTMD;
  • Work and coordinate with KRG Municipal Public Works Department to ensure facilities’ maintenance and repair;
  • Responsible for the electrical and vehicle maintenance and vehicle/equipment capital replacement at the 13 MTMD airports;
  • Remain attentive to, and maintain effective relationships with, all stakeholders

QUALIFICATIONS:
 
  • Undergraduate degree in Civil Engineering, Structural Engineering, Construction Management, or a related technical field; significant relevant work experience on major infrastructure projects may be considered in lieu of a degree.
  • Professional engineering designation (P.Eng. / OIQ) considered a strong asset (civil or structural engineering)
  • Minimum of seven (7) years of relevant experience in infrastructure, facilities, or maintenance management, including at least three (3) years in a supervisory or leadership capacity managing a multi-disciplinary team;
  • Experience with marine infrastructure (ports, marinas, wharfs) considered an asset;
  • Experience in capital project planning and budget management, including multi-year infrastructure investment planning, considered an asset;
  • Experience working in remote, fly-in, or Indigenous community contexts considered an asset;
  • Valid driver's license required;
  • Experience with airport gravel runway maintenance considered an asset;
  • Written and oral working knowledge of at least two (2) of the following languages: Inuktitut, English, and French;
  • Strong working knowledge of the Microsoft Office Suite;
  • Excellent analytical, organizational, and decision-making skills;
  • Good knowledge of Transport Canada regulations (TP312, CARs, CTA) considered an asset;
  • Availability to travel throughout the Nunavik territory


Place of work: Kuujjuaq or other Nunavik community
Salary: Minimum of $ 120,648 and maximum of $ 165,878
Benefits: Cost-of-living differential: minimum $8 500 annually.
Food allowance: minimum $3 707 annually.

DIRECTEUR ADJOINT OU DIRECTRICE ADJOINTE DE LA MAINTENANCE, SERVICE DES TRANSPORTS
(poste permanent ou Ă  temps plein)

Sous la responsabilité du directeur du Service des transports, le directeur adjoint chargé de la maintenance sera responsable de l’entretien des infrastructures aéroportuaires et portuaires, ainsi que du matériel mobile, et apportera son expertise technique dans le cadre des projets d’investissement et d’amélioration.

Le directeur adjoint ou la directrice adjointe de la maintenance sera responsable, entre autres, de ce qui suit :
  • chargĂ©(e) de l’élaboration et de la mise en Ĺ“uvre des programmes de maintenance pour l’ensemble des 14 aĂ©roports, tant cĂ´tĂ© piste que cĂ´tĂ© ville, ainsi que pour les installations et les Ă©quipements;
  • chargĂ©(e) de la gestion des installations et du maintien de la sĂ©curitĂ© de l’ensemble des infrastructures cĂ´tĂ© piste;
  • chargĂ©(e) des infrastructures, de l’entretien et de l’accès aux ports et aux ports de plaisance pour l’ensemble des 14 villages nordiques;
  • contribuer activement, sur le plan technique et en matière d’ingĂ©nierie, Ă  l’élaboration des plans et des spĂ©cifications des projets soumis au Ministère des Transports et de la MobilitĂ© durable (MTMD), et formuler des observations techniques sur ces projets Ă  toutes les Ă©tapes du processus;
  • contribuer Ă  la planification Ă  court et Ă  long terme des activitĂ©s de maintenance, des budgets et des rapports;
  • participer Ă  l’élaboration et Ă  la mise en Ĺ“uvre des objectifs du Service;
  • contribuer aux analyses et Ă©tudes de faisabilitĂ© des projets d’amĂ©lioration des aĂ©roports conformĂ©ment Ă  la rĂ©glementation de Transports Canada;
  • chargĂ©(e) de rĂ©aliser les contrĂ´les de rĂ©ception opĂ©rationnelle des projets d’infrastructures aĂ©roportuaires achevĂ©s afin de dĂ©tecter les dĂ©fauts et de s’assurer que les installations sont sĂ»res, fonctionnelles et aptes Ă  ĂŞtre mises en service, puis exploitĂ©es et entretenues;
  • participer, au besoin, aux rĂ©unions techniques du comitĂ© qui se tiennent avec le MTMD;
 
  • collaborer et coordonner ses activitĂ©s avec le Service des travaux publics municipaux de l’Administration rĂ©gionale Kativik (ARK) afin d’assurer l’entretien et la rĂ©paration des installations;
  • chargĂ©(e) de l’entretien Ă©lectrique et de la maintenance des vĂ©hicules, ainsi que du renouvellement des vĂ©hicules et des Ă©quipements dans les 13 aĂ©roports du MTMD;
  • rester Ă  l’écoute de tous les intervenants et entretenir avec eux des relations fructueuses.
QUALIFICATIONS :
  • Grade de premier cycle en gĂ©nie civil, en ingĂ©nierie des structures, en gestion de la construction ou dans un domaine technique connexe; une expĂ©rience professionnelle apprĂ©ciable et pertinente acquise dans le cadre de grands projets d’infrastructure peut ĂŞtre prise en compte Ă  dĂ©faut d’un diplĂ´me.
  • Titre professionnel d’ingĂ©nieur (P.Eng.) / OIQ) considĂ©rĂ© comme un atout majeur (gĂ©nie civil ou gĂ©nie des structures)
  • Au moins sept (7) ans d’expĂ©rience pertinente dans la gestion des infrastructures, des installations ou de la maintenance, dont au moins trois (3) ans Ă  un poste de supervision ou de direction impliquant la gestion d’une Ă©quipe pluridisciplinaire;
  • Une expĂ©rience dans le domaine des infrastructures maritimes (ports, ports de plaisance, quais) est considĂ©rĂ©e comme un atout;

  • Permis de conduire valide obligatoire;
