PROJECT DESCRIPTION: 

ITS serves all DSS program areas to fulfill their IT needs. To meet the business needs and ITS' workload, ITS is seeking qualified candidates in the areas of Database design, architecture, and development, including base definition, structure, documentation, long-range requirements, operational guidelines, and protection. Ensures accuracy and completeness of data in master files and various support tools, such as base dictionaries. Establishes and maintains security and integrity controls. Formulates and monitors policies, procedures and standards relating to database management. Proposes and implements enhancements that will improve the performance and reliability of various systems that ITS supports across DSS program areas.


Tasks & Duties

• Designing and Developing Software Systems

• Design, develop, and maintain Oracle 19c CARES DataMart and SQL Server database objects, ensuring optimal structure, performance, and scalability for both transactional and analytical systems

• Create and maintain critical operational and analytical reports (e.g., 24/7 Resource Room reports) to support agency decision-making

• Support and enhance key housing subsidy programs including applications that automate eligibility, budgeting, and document generation

• Design, implement, and maintain secure interagency data exchange processes, ensuring timely and accurate data sharing that directly supports client services

• Perform database performance tuning using advanced techniques (indexing, query optimization, execution plans) to ensure system efficiency and responsiveness

• Develop and support database services for .NET and Java-based applications, ensuring seamless integration with backend systems

• Implement and manage database security controls, including user roles, permissions, and data access policies to protect sensitive information

• Evaluate and recommend new database technologies, tools, and cloud solutions (AWS, Azure, Oracle Cloud) to improve system capabilities and scalability

• Build and maintain data warehouse components to support operational reporting, analytics, and long-term data strategy

• Analyzing User Requirements and Quality Assurance

• Collaborate with business stakeholders to gather, analyze, and document detailed requirements, ensuring alignment with operational needs and data security standards

• Evaluate current system functionality, identify gaps, and recommend enhancements to improve performance and usability

• Analyze and support system integrations across multiple agencies, ensuring data consistency and compliance

• Develop comprehensive test plans, test cases, and acceptance criteria based on business and technical requirements

• Support and coordinate User Acceptance Testing (UAT), ensuring solutions meet business expectations and quality standards

• Ensure all applications and changes comply with established quality assurance processes and audit requirements

• Provide Environment Support

• Perform core DBA functions, including database installation, configuration, schema design, performance monitoring, and deployment of database changes

• Provide ongoing maintenance and production support, including troubleshooting issues, applying fixes, and ensuring system stability

• Coordinate with development teams, infrastructure teams, and external agencies to resolve technical issues and support data exchanges

• Manage and enforce release management processes, ensuring all production changes are properly tested, approved, and deployed

• Support system migrations, upgrades, and implementation of new features or enhancements

• Create Design and Test Documentation

• Develop detailed system design documents, including technical specifications and data architecture diagrams

• Create conceptual, logical, and physical data models to support system development and maintenance

• Prepare process flow diagrams and documentation (using Visio) to clearly illustrate system logic and workflows

• Build business process mockups and data flow examples to help stakeholders understand system impacts

• Execute system, integration, and user acceptance testing for both UI and backend processes

• Prepare test protocols, results documentation, and audit-compliant reports to support final system validation


MANDATORY SKILLS/EXPERIENCE 

Note: Candidates who do not have the mandatory skills will not be considered


  • A minimum of 6 years of experience with the following skill sets:
  • Real world delivery experience
  • Oracle 9i, 10g, 11g. Sybase 12.5, SQL Server 2000/2012, DB2 UDB
  • SQL, PL/SQL, UNIX Shell Scripting.
  • MS Visio, Star Schema Modeling, Snow Flake Modeling
  • QL*LOADER, SQL Developer, TOAD, SQL*PLUS. DB Artisan, Perforce, PVCS, SSMA, RGS, SSMA, SSIS, SSRS
  • Informatica 8, Business Objects X, XI, Oracle Reports, BM Cognos Version 10.2.2
  • Linux, UNIX, Windows 2003/2000/NT.
  • Curam V7 Certified Developer Experience working in the technical architecture field.
  • Cúram V7, Cúram Enterprise Framework Components, Cúram Intelligent Evidence Gathering (IEG2), Cúram Express Rules for Triage (CERT)
  • HTML, DHTML, JavaScript, open source Java framework, (Struts/Springs), Ajax (JQuery, Dojo), SOA, and WebServices
  • Websphere, ESB or Message Broker, Eclipse, JIRA, Webservice, and Oracle
