We are seeking a technically strongCivil OSP Design Engineer/Specialist to support high‑volume Outside Plant (OSP) and linear infrastructure programs. This role combineshands‑on civil design production withformal QA/QC review responsibility, serving as both a designer and a quality gate for deliverables submitted to clients and permitting agencies.

The ideal candidate hasdirect experience designing and reviewing conduit pathways and supporting civil OSP infrastructure usingCivil 3D and AutoCAD, with the ability to apply sound engineering judgment, maintain design consistency, and identify constructability risks early.

This is a fully remote role supporting projects across multiple jurisdictions and time zones. High responsiveness, technical accountability, and attention to detail are essential.

Key Responsibilities

Civil OSP Design & Production

  • Performdetailed civil and OSP design work, including underground conduit pathway layout Trenching and duct bank design Manhole and handhole placement Utility coordination within public ROW
  • Develop and maintainplan and profile drawings, alignments, and surfaces usingCivil 3D.
  • Apply client‑specific standards, templates, and engineering criteria to all design deliverables.
  • Coordinate with project managers, survey teams, and designers to resolve design inputs and constraints.
  • Incorporate municipal, DOT, and permitting feedback into revised design packages.

QA/QC & Technical Review

  • Performformal QA/QC reviews of civil and OSP design packages produced internally or by third‑party designers.
  • Verify compliance with: Client standards and design criteria Local jurisdictional requirements (Municipal ROW, DOT, utility owners) Applicable industry codes and practices (NEC, NESC, local standards)
  • Identify design inconsistencies, missing information, or constructability concerns.
  • Document clear, actionable QC comments usingBluebeam and structured comment logs.
  • Confirm resolution of QC comments prior to submittal.

Project & Process Support

  • Support Project Managers by tracking design review cycles, revisions, and submittal readiness.
  • Maintain QC checklists and contribute to continuous improvement of design quality processes.
  • Identify recurring design issues and recommend upstream corrections or standards updates.
  • Utilize digital workflow tools (e.g., Smartsheet, trackers, dashboards) to maintain visibility into design status and workload.

Minimum Requirements: 

  • Bachelor’s degree in Civil Engineering, Engineering Technology, or related discipline (or equivalent practical experience in Civil/OSP design) + 2 years of hands-on civil-OSP design experience, including conduit or linear infrastructure or demonstrated equivalency of experience and/or education.

Preferred Qualifications:

  • Demonstrated experience withAutoCAD and Civil 3D in a production environment.
  • Experience performingtechnical QA/QC reviews of design drawings.
  • Practical understanding of: Underground conduit systems ROW design constraints Utility coordination principles
  • Strong written communication skills with the ability to provide clear technical feedback.
  • Ability to work independently in a remote, multi‑project environment.
  • Telecommunications or OSP‑specific civil design experience.
  • Experience designing formunicipal ROW, DOT, or public infrastructure projects.
  • Proficiency withBluebeam for design review and redlining.
  • Experience supporting permitting or responding to agency comments.
  • Familiarity with workflow tracking tools (Smartsheet, Excel, or similar).
  • Sponsorship for US employment authorization is not available now or in the future for this position.
  • Relocation is not available for this position.
