Global Partners Digital is recruiting for two Lead positions within its policy and advocacy teams (functions). This is an exciting opportunity for experienced individuals to be at the forefront of GPD’s work to shape digital tech governance processes and policies so that they are inclusive and rights-respecting.

The two new Leads will help to further develop and drive GPD’s policy and advocacy work across a range of digital policy and technical standards issues. You will work closely with GPD’s Head of Advocacy and Engagement and Head of Legal, Policy and Research, as well as other members of the GPD team, to deliver GPD’s strategy and impactful projects.

A high degree of autonomy and an ability to lead, be strategic and make decisions is also required. Successful candidates will need to be able to work collaboratively with and support GPD team members, our partners and other stakeholders that we work with in the ecosystem, with an emphasis on deepening networks and forging coalitions to bring about collective change.

Position 1 will have a policy focus across the wide range of GPD’s thematic areas – trust and security, platform and content governance, new and emerging tech, and Internet governance – as well as the broader digital tech governance ecosystem. It will also involve advocacy and engagement on these issues in key digital tech governance processes, including UN processes. Knowledge of human rights law and international law is an asset.

Position 2 will have an Internet governance focus with specific expertise on technical standards and protocols of the International Telecommunications Union (ITU); Internet Engineering Task Force (IETF), Internet Corporation for Assigned Names and Numbers (ICANN), as well as other Internet governance relevant forums. It will involve direct engagement in these technical standard setting bodies and their related activities. Knowledge of human rights and digital rights is an asset.

While both positions require strong relevant subject expertise, knowledge of the digital policy ecosystem, and advocacy experience, we recognise that candidates will be stronger in some areas and issues than in others. Successful candidates will be placed in the most appropriate team (Function) for your knowledge and skills, i.e. either the Advocacy and Engagement Function or the Legal, Policy and Research Function.

Salary: £40,000-£50,000+ pa based on experience

Contract: 1 year fixed term contract with the option to make permanent

Successful candidates will play a leading role in contributing to the implementation of the work of GPD’s policy and advocacy teams (Functions) and will work closely with team Heads.

Fluency in other languages (desirable).

Knowledge and Experience

Essential:

Minimum 3 years of relevant experience in a civil society organisation or other relevant professional context leading projects;***
An undergraduate degree or equivalent qualification in a relevant field;
Demonstrable knowledge of the digital policy ecosystem including stakeholders and relevant policy processes and forums;
Demonstrable subject specific expertise on either digital policy issues in one or more relevant for issues for GPD – Trust and Security, Platform and Content Governance, New and Emerging Tech, and Internet governance – (Position 1); and/or technical expertise on technical standards and protocols and technical standard setting bodies (Position 2);
Experience coordinating civil society coalitions and evidence of ability to build consensus to achieve collective goals, and promoting global majority and marginalised perspectives;
Proven experience engaging/advocating on digital tech governance issues and strong knowledge of effective advocacy approaches;
Ability to clearly communicate complex technical and legal issues to a variety of stakeholders including diplomats and policymakers;
Strong relevant networks and experience of working with a range of stakeholders including civil society, governments, the tech industry and funders;
Strong interest in the impact of digital technologies on our societies.

Desirable:

Advanced/post graduate degree in a relevant subject or equivalent experience;
Strong experience of project managing grants and projects that are timely and impactful, including funder reporting and managing budgets;
Proven experience working and partnering with stakeholders in the global majority;
Knowledge and experience of capacity building other stakeholders on relevant issues, and effective capacity building approaches;
Tech skills, for example technical understanding of internet standards and protocols or AI; or ability to use free and open source software;
Knowledge of human rights law and/or international human rights law (Position 1);
Knowledge of human rights and digital rights (Position 2)
Experience engaging on a national delegation at the ITU (Position 2).

Please note, a willingness and ability to travel globally is also a requirement.

The salary for a Band 1 is GBP 30,000-40,000+ depending on experience, and responsibilities would be adapted accordingly.
