The Apolitical Foundation seeks to develop a Political Leadership Index to incentivise support for the improvement of political leadership rather than solely its criticism. The Index should serve as a tool for stakeholders to better understand and support effective political leadership.

Objective

To commission a consultant to develop a strategy for the creation of the Political Leadership Index (working title), outlining a roadmap over a 1–10 year period.

The consultant will over two full days, ideally before 7 April:

Define the purpose and audience of the Index, ensuring its relevance and impact.
Identify the necessary data sources, including:

Existing relevant datasets.
Gaps in available data.
New data collection methods and feasibility.

Develop a strategy for the Index’s creation, covering:

A structured plan for development over the next 1–10 years.
Key milestones, including the release of the first version within the next year.
Methodologies for assessing and measuring political leadership.

Provide recommendations on governance, funding, and potential partnerships.
Provide two budgets (not inclusive of dissemination) for development - one using existing/free data and one with the collection of new data.

Deliverables

A scoping report outlining the strategy, data sources, methodology, and timeline.
An estimated timeframe for the completion of the scoping work.
